Tony has led major redesign projects in children’s services, public health, and education, including the creation of innovative commissioning frameworks and integrated local operating models. At West Northamptonshire Council, he introduced outcome‑based commissioning and youth work‑informed early help approaches that improved both service impact and financial sustainability.

Previously Chief Executive of the Ministry of Justice’s commercial trading arm and Executive Director of Europe’s largest rehabilitation programme, Tony brings national and international experience in commercialisation, systems change, and service turnaround. A Fellow of the Chartered Management Institute, he excels at enabling organisations to align structure, strategy, and delivery for lasting transformation.
